The project will share tools and expertise to develop a bespoke offering in each of the four pilot regions (the Antwerp region, the city of Warsaw, the city of Verona and the municipality of Malgrat de Mar). Existing tools will be evaluated and improved so that they can be integrated into the REScoop.eu Energy Communities Platform. In doing so, SHINE will transform the European One-Stop-Shop (OSS) platform for energy communities into a new portal for local and regional authorities.

In the Antwerp region, we are working towards a future where every local authority is supported in turning small opportunities into concrete, inclusive community energy projects. We are developing a learning pathway that builds a fossil-free, socially just neighbourhood in every municipality, driven by residents, built on collaboration and achieved through step-by-step learning. The specific challenges we are addressing are the fluctuating policies surrounding the energy transition, the search for funding, and the involvement of all citizens in projects. We are working on tailored communication for hard-to-reach target groups. In this way, everyone is part of the solution. Existing partnerships are utilised for support. In addition, we bring together local authorities with different experiences so that they can learn from one another.

The Belgian cluster of the project consists of the citizen cooperatives Klimaan and ZuidtrAnt, and Kamp C. Within the project, Kamp C will establish a learning and training centre for local authorities to support community energy projects. Klimaan and ZuidtrAnt will play an active role in strengthening the link between local authorities and citizens.

This three-year project, funded by the European Climate, Infrastructure and Environment Executive Agency (CINEA), brings together 14 partners from Belgium, France, Italy, Poland and Spain.
