ProCirc
What better way to contribute to circular building than to take action ourselves? As a government, we owe it to ourselves to set a good example, so too when buying services and products. Only, we are bound by legislation around public procurement. As a result, circular processes and products seem harder to come by. With the ProCirc project, we want to change this. Together with partners across North-West Europe, we are setting up 30 pilots to test out new, circular ways of procurement.


Project
The traditional model of procurement wants a government to define in detail what it wants, with the investment or purchase price often the only award criterion. An approach that unfortunately leaves little room for circular solutions. However, procurement can stimulate the circular economy and change the market. Indeed, circular procurement can encourage companies to transform their business model and create new innovative and economic opportunities, both for themselves and for their supply chain.
With the Interreg-North Sea region project ProCirc, experiments are being implemented to learn how circular economy and procurement can go hand in hand. With these demonstrations, we go to the aforementioned change in the market and contribute to the reduction of used new raw materials, waste and CO2 emissions compared to traditional procurement. In ProCirc, we are targeting a 20-25% reduction.
Tenders are set up in the construction, furniture and furnishing and ICT sectors. With project 't Centrum, Flanders' first circular office building, Kamp C is already testing circular procurement in the construction sector. After the construction of 't Centrum, the necessary furnishings will also be tendered circularly. The lessons learned from this project will be shared in the transnational ProCirc network so that governments all over Europe can learn from it.
With the project, Kamp C wants to involve construction companies on the one hand and advise (local) governments on circular procurement on the other. In Flanders, we cooperate with Flanders Circular and OVAM for this purpose.
The project has a total budget of €3,966,200, 50% of which is subsidised by Europe. Camp C receives €61,600.00 of co-financing from the Province of Antwerp for this project. The project runs from 13 December 2018 to 13 June 2023.
